Course overview

Critical infrastructure is the set of systems whose failure would seriously harm a society: power, water, transport, communications, finance, and health among them. These systems are increasingly interconnected and increasingly targeted, by physical threats, cyber attacks, and the cascading failures that spread from one sector to another. This course explains how they are protected and how resilience is built into them.

The focus is on assessing risk and vulnerability across infrastructure, the convergence of physical and cyber protection, and the crisis management and resilience planning that limit the impact when prevention fails. It treats protection as a combination of security and resilience, because no system can be made fully attack-proof.

Why critical infrastructure protection matters

Modern infrastructure runs on industrial control systems that were designed for reliability, not for a connected, hostile environment. As these systems link to networks and to each other, a single failure or attack can cascade across sectors, and the consequences reach far beyond the operator to the public that depends on the service.

Because these systems cannot be made invulnerable, protection has to pair prevention with resilience: the ability to keep operating, or recover quickly, when something gets through. Governments and operators increasingly require both, and professionals who understand the combined physical, cyber, and resilience picture are central to delivering it. This course builds that view.

What you will be able to do afterwards

By the end of the course, participants should be able to:

  • Map critical infrastructure sectors and their interdependencies.
  • Trace cascading failure across physical, cyber, and natural threats.
  • Diagnose vulnerabilities in assets whose loss halts a service.
  • Quantify consequence to prioritize protection across systems.
  • Assess SCADA and industrial control system exposure.
  • Design layered defense that closes physical and cyber gaps.
  • Plan business continuity and incident response for outages.
  • Coordinate crisis response with authorities to build resilience.
  • Align protection strategy with automation trends and regulation.

Course outline

Unit 1: Introduction to critical infrastructure protection

  • Critical infrastructure sectors and what they provide.
  • Interdependencies and cascading failure.
  • The threat picture: physical, cyber, and natural.
  • Documented incidents and the lessons drawn from them.

Unit 2: Risk assessment and vulnerability analysis

  • Identifying critical assets and single points of failure.
  • Threat and vulnerability assessment methods.
  • Assessing consequence and prioritizing protection.
  • Mapping interdependencies between systems.

Unit 3: Physical and cybersecurity protection strategies

  • Physical security of facilities and perimeters.
  • Securing industrial control and SCADA systems, alongside Industrial Control Systems (ICS) Cybersecurity.
  • Why physical and cyber protection must converge.
  • Access control, monitoring, and layered defense.

Unit 4: Crisis management and resilience planning

  • Business continuity for critical services.
  • Incident response and crisis coordination.
  • Designing for resilience and rapid recovery.
  • Coordinating with authorities and other operators.

Unit 5: Future challenges and innovations

  • Emerging threats to connected infrastructure.
  • The impact of automation and smart systems on risk.
  • Regulation and national protection frameworks as reference.
  • Building protection that adapts as threats change.

How the course is delivered

The course is led through structured explanation, worked examples, and documented case studies of infrastructure incidents and protection programs. Participants examine risk assessments, protection strategies, and resilience plans and discuss the decisions behind them. The course is educational and does not provide certification or assess any organization's systems.

Who should attend

This course suits security and resilience managers, infrastructure and operations staff, risk and business-continuity professionals, and public-sector personnel responsible for essential services. It is useful both to those new to infrastructure protection and to security professionals broadening from physical or cyber into the converged picture. No single technical background is assumed.

About EuroQuest International Training

EuroQuest International Training was founded in 2015 by a team with more than 25 years of combined experience in professional training. The institute has delivered over 1,000 courses to more than 15,000 participants, and is headquartered in Bratislava, Slovakia, with training hubs in Dubai, London, Barcelona, Istanbul, Vienna, Paris, and Geneva. Courses are designed and reviewed by practitioners and updated to reflect current practice in each field.

Frequently asked questions

Is this a physical security or a cybersecurity course?

Both. A central theme is that protecting critical infrastructure requires physical and cyber security to converge, because attackers exploit the gaps between them. The course treats them together rather than as separate disciplines.

Which sectors does the course cover?

It covers critical infrastructure broadly, including energy, water, transport, communications, finance, and health, and focuses on the principles of assessment, protection, and resilience that apply across all of them.

Do I need a technical background?

No. The course explains the technical elements, including control-system risk, in accessible terms and concentrates on assessment, protection strategy, and resilience. It suits managers and professionals from several backgrounds.
