Course overview

A risk framework is the set of arrangements that makes risk management repeatable: who owns risk, how it is identified and measured, what the escalation thresholds are, and how the whole thing is reviewed. Most organizations have documents that claim to do this. Fewer have arrangements that survive contact with a fast-moving decision, when the person with the budget wants to proceed and the risk owner is two levels below them.

This course is about building the framework so that it holds. It works through structure and policy, governance and accountability, identification and evaluation methodology, implementation and monitoring, and the cultural conditions that decide whether anyone tells you about a problem early. ISO 31000 provides the backbone, with COSO ERM used where a control-centric view is more useful.

Why frameworks fail quietly

They are usually copied. A framework written for a bank appears in a manufacturer; a template designed for a group of 40,000 people lands in a company of 300. The vocabulary arrives without the decision rights, and the organization ends up maintaining an apparatus it has no capacity to use.

The second failure is subtler. The framework is technically sound, but accountability is not clear: risks have owners in name, mitigation actions have no budget, and nobody is accountable for the consequence of accepting an exposure. When a loss occurs, the framework proves only that the risk had been identified, which is worse than not having identified it.

  • Word a mandate and policy that leave no ownership in doubt.
  • Locate exposures before they appear in a loss report.
  • Classify exposures under a taxonomy the whole business shares.
  • Embed the framework in processes the business already runs.
  • Version each framework document on a fixed review cycle.
  • Retain evidence that the framework changed a real decision.

Unit 1: Introduction to risk management frameworks

  • Mandate, policy, taxonomy and methodology in one framework.
  • ISO 31000 and the reason it prescribes so little.
  • What the framework covers and what it leaves out.
  • Proportionality for the organization that actually exists.

Unit 2: Governance and accountability structures

  • Mandate that gives the framework its authority.
  • Duties the framework writes down for a business unit.
  • Routes for drafting, review and approval of each document.
  • A policy that assigns authority without ambiguity.

Unit 3: Risk identification and evaluation methodologies

  • Identification through interviews and expert elicitation.
  • Taxonomy that lets two divisions aggregate their numbers.
  • Evaluation methods chosen for the data that exists.
  • Setting criteria for significance across two departments.

Unit 4: Framework implementation and monitoring

  • Embedding risk into budgeting, approval and procurement.
  • Inputs the framework needs and the systems that hold them.
  • Recording exposures in a register the business trusts.
  • Signs that the framework is used, not just published.

Unit 5: Building a risk-aware organizational culture

  • Owners named for each document in the framework.
  • Version control and the date a document was last changed.
  • What a review of the framework actually examines.
  • Documents that drift out of date between reviews.

How the course is delivered

Sessions are built around documented material: real risk policies, taxonomies, appetite statements and framework review reports that participants read, critique and redraft in discussion. Worked examples take a mid-sized organization from no framework to a workable one, and participants are encouraged to bring their own draft policies to the group. Frequently asked questions

My organization is small. Is a framework worth the effort?

Yes, but a much lighter one. The course spends time on proportionality, because a small company that adopts a large company's apparatus usually abandons it within a year. What matters is clear ownership, a short taxonomy and one honest review cycle.

Does the course cover ISO 31000 certification?

ISO 31000 is guidance and is not a certifiable standard. The course uses it as a design reference. EuroQuest does not certify participants or organizations against any standard.

Can I bring our existing risk policy for review?

Yes. Bring it with anything confidential removed, and it can be worked on during the sessions with the group.
